The City of Clarence-Rockland, located along the Ottawa River in Eastern Ontario, is home to more than 26,500 residents. Known for its bilingual identity, welcoming community, and proximity to the nation’s capital, Clarence-Rockland is a vibrant municipality with strong potential for growth in both business and tourism.
To highlight local advantages and attract investment, the City launched a new Choisir–Choose Clarence-Rockland website. This platform serves as a central hub for entrepreneurs, investors, and visitors to explore opportunities and resources within the community.

The Challenge

The City of Clarence-Rockland set out to create a dedicated website to better promote its economic development initiatives. The goal was to design a visually appealing, easy-to-navigate platform that could effectively highlight local business opportunities and attract new investment.
The new dedicated economic development and tourism website was required to:

  • Showcase the City’s unique advantages for business and investment.
  • Provide accessible, bilingual information for residents and visitors.
  • Highlight growth sectors, business supports, and available land or property.
  • Strengthen the City’s tourism offering and cultural identity.

Similar to many other municipal website projects, the challenge was to build a site that is bilingual, user-focused, and scalable for long-term growth.

The Solution

Upanup partnered with the City to deliver a full website redesign for Choisir–Choose Clarence-Rockland, focusing on accessibility, engagement, and inclusive design.
The site was built using one Upanup's website templates, with tailored customizations for the City. The new site offers an engaging user experience with clear, well-organized content and a vibrant, modern aesthetic that invites exploration.

  • Bilingual content throughout (users can toggle between English and French).
  • User-friendly navigation to support businesses, investors, and tourists.
  • Enhanced features including sitewide search, directories, and interactive maps.
  • A resource hub for economic data, reports, and development opportunities.
  • Built-in accessibility standards, reflecting inclusive design best practices.
  • A secure and scalable platform with hosting, implementation, and ongoing technical support.
The result is a website designed not only to promote economic opportunities but also to celebrate the City of Clarence-Rockland’s community strengths.
 

Unique elements of the website: 

  • "Back to clarence-rockland.com" link in the header and footer sections. This this prominent button highlights the connection between this economic development site and the main site, allowing users to seamlessly navigate between the two.
  • Icon text row added to homepage, used to highlight why the City is a great investment opportunity for businesses see the "Affordable Housing Options" icon for an example.
  • Branded, custom homepage banner graphicsee the green and blue swoops near the top of the homepage. 
  • Business directory including a "Submit your business" feature for public visitors, and back-end fields for the content editors to help manage the directory.
  • Integrated Gtranslate tool (paid account level) to help control the translations and ensure accurate text in both languages, including the ability to have a separate subdomain or en/fr versions of webpages.
  • Dual branding with the economic development logo at the top of the website, and the City logo in the footer.

The new bilingual website provides the City with a dynamic tool to:
  • Promote economic growth by showcasing investment opportunities and business resources.

  • Support inclusivity by ensuring full accessibility and language equity for English and French speakers.
  • Enhance civic engagement with user-friendly digital services and interactive features.
